If you're using around 2 pints of water measure it in the pan first then put in in an electric kettle. it'll boil in a couple of minutes then pour it straight back in the pan which should be then put on the heat with the veg and any salt added then.</description>

Hot tap water into the kettle and you have a jum start on heating up from cold and therefore your are as energy efficient green as you could possibly be. Another way would be to heat up hot tap water in your microwave but microwave ovens are generally too small to heat up a large quantity of cooking water.</description>

I think hot tap water into the pan would be best BUT if you boil veg everyday you could look at buying one of those electric steamers.  I don't know its so but as they use less water it should take less energy to heat.</description>
