Not with lenses. There are phosphors that do that, but they are not very efficient.</description>

Blue light does not contain any red so even with coloured lenses there would be no red to filter.</description>

No. Lenses only bend light, they can't change it's wavelength. The only way to change wavelength is to have an object moving quickly towards or away from the source - and even then, only slightly.</description>
